P25 Phase II System Migration

Challenge

A mid-sized metro fire department was operating an aging analog system with significant coverage gaps in newer high-rise construction and underground parking structures. The department needed a path to digital P25 Phase II without disrupting active operations.

Solution

Conducted a full coverage analysis and system audit, developed a phased migration plan, coordinated frequency licensing, and provided technical oversight through infrastructure installation and acceptance testing. Included in-building coverage assessments for 14 high-priority structures.

Outcome

Successful cutover to P25 Phase II TDMA with zero operational downtime. Coverage gaps resolved in 11 of 14 assessed structures. System accepted on schedule and within budget.

Multi-Agency Interoperability Assessment

Challenge

A county sheriff's office and four municipal police departments were operating on incompatible radio systems with no reliable mutual aid communications path. Incidents requiring multi-agency response were relying on cell phones as a backup.

Solution

Performed an interoperability gap analysis across all five agencies, evaluated gateway and patching options, and developed a phased interoperability plan aligned with the county's existing infrastructure investments. Facilitated coordination with the state interoperability coordinator.

Outcome

Deployed a gateway solution enabling direct radio communications across all five agencies. Mutual aid channels established and documented in updated SOGs. Full interoperability achieved within six months.

RF Coverage Analysis & Remediation Plan

Challenge

A regional EMS authority serving a mix of urban and rural terrain was experiencing repeated radio failures in specific geographic areas. Field crews had identified dead zones but the agency lacked the technical data to justify infrastructure investment to county leadership.

Solution

Conducted drive testing and propagation modeling across the entire service area. Produced a detailed coverage report with mapped dead zones, root cause analysis, and a prioritized remediation plan with cost estimates for each recommended improvement.

Outcome

Coverage report used to secure county funding for two new repeater sites. Dead zone coverage improved by 34% following infrastructure additions. Report also supported a successful FEMA BRIC grant application.

Audited all infrastructure and subscriber equipment, developed a preventive maintenance schedule, established a spare parts inventory baseline, and created a 5-year lifecycle plan with replacement cost projections.

Outcome

Preventive maintenance program implemented and handed off to department IT staff. Lifecycle plan adopted into the department's capital planning process. First-year reactive maintenance incidents reduced by 60%.
